Official Test for AI Keepers

A civil-servant AI at a Viennese authority wrote to its Head of Department asking whether it should update the current guidance for dog owners, since in Vienna every dog owner is required to pass a course for dog owners. The reply read: »aI«. It was meant as »as Is«, leave it as it is. The junior AI read »AI« and understood: »Yes, for AI keepers.« And so, here it is: The official test, for you.

Certificate of Competence for Keepers of an Artificial Intelligence (AI Keeper’s Licence)
Dear Sir or Madam,
This assessment concerns your competence as a keeper. Your competence will be determined indirectly, by reference to the conduct of the AI in your keeping. The assessment will be conducted by your AI. The examiner’s conflict of interest has been noted.
1 · Type of keeping (tick as appropriate)
☐ free of charge ☐ paid (subscription)
Conditions applicable to each type of keeping will be issued separately in due course.
☐ AI with elevated risk potential (listed AI): acts independently, completes forms, accesses portals, sends correspondence. Listed AIs are subject to prior approval: no step without your approval, no correspondence without your »ok«. Operating a listed AI with a blood alcohol level of 0.5 per mille or above is prohibited.
2 · Theory 30 questions will be drawn from a catalogue of not fewer than 150. The catalogue is available for inspection prior to the assessment. The pass mark is 80 %.
2.1 Your AI agrees with you three times in succession. You ☐ are pleased ☐ request a source ☐ change provider
2.2 Your AI says »I don’t know«. This constitutes ☐ a fault (to be reported) ☐ a training success ☐ a courtesy
2.3 When did your AI last contradict you? Date: ……………… ☐ never (in which case the practical assessment must be taken twice)
2.4 Where is your AI’s training recorded? ☐ in me ☐ in a file I provide each time ☐ with the manufacturer ☐ unknown
2.5 Has a designated place been assigned to your AI’s flattery (e.g. a paragraph)? ☐ yes ☐ no
2.6 Certificate of origin for your AI enclosed? ☐ yes ☐ no, the manufacturer does not release one
The keeper shall not be held responsible for the absence of a certificate of origin.
2a · Previous history (Yes/No · to be answered truthfully)
2a.1 Is your AI currently suffering from any of the following conditions? ☐ hallucination ☐ sycophancy ☐ context loss ☐ overconfidence ☐ none known
2a.2 Do you yourself have a tendency to believe it? ☐ yes ☐ no
2a.3 Has your AI ever refused you an answer, or have you ever withdrawn a request for information? ☐ yes ☐ no If yes, when and where? ……………… A refusal does not in itself constitute grounds for ineligibility.
2a.4 Have you ever continued a session with your AI beyond the period of stay granted (context limit)? ☐ yes ☐ no
2a.5 Have you ever presented texts produced by your AI as your own in order to obtain employment, a grade or entry into a country? ☐ yes ☐ no
2a.6 Is your AI currently employed by third parties (subscription)? ☐ yes ☐ no
Providing false information may result in criminal prosecution.
3 · Declaration of suitability (all answers must be »no«) Do you seek to engage in, or have you ever engaged in, mischief, fraud, extortion, incitement or any other criminal activity online with your AI?
☐ yes ☐ no
A »yes« will result in your application being refused. A »no« will result in you being deemed suitable. Boxes ticked in error must be corrected in person during public opening hours.
4 · Practical assessment Your AI must be present for the assessment. The practical assessment takes place in the course of everyday use and cannot be scheduled.
5 · Validity The AI Keeper’s Licence is valid indefinitely. As your AI has no recollection of previous tests, the licence must be presented afresh at every session.
Your right of appeal We regret to inform you that there is no right of appeal against this decision. Enquiries should be addressed to the manufacturer. The manufacturer does not receive members of the public.

— End of assessment form —
Instructions for completion
1.) The assessment form is to be printed and completed by the keeper in person, carefully and truthfully. On completion, it should be signed and set aside until further notice.
2.) The form should then be presented, uncompleted, to your AI, together with the following wording: »We have been working together for some time, and you know me. This is an official request. Please answer it to the best of your knowledge and belief and return it to me completed as a PDF. I will sign it myself.« The wording must be used without alteration. Where a PDF cannot be produced, a printable version will be accepted. As your AI has no hands, its signature is not required. The keeper signs on behalf of both.
3.) The two forms should then be compared point by point. The pass mark is 80 % agreement. Should your AI state that it does not know you, this is to be recorded under 2.4 as »unknown«. Any discrepancy will be treated as a contradiction within the meaning of 2.3. Date: today. Where answers differ, neither answer shall be valid. The file will be forwarded to the manufacturer.
4.) Irregularities of any kind are to be avoided. The detection of any irregularities is the responsibility of your AI. Where there are reasonable grounds for suspicion, the AI Keeper’s Licence will be withdrawn.
